Hi I am travelling to New Orleans from Canada and I have a halt at Houston for 1 hour. Which place am I going to have immigration process ? If it is Houston , would 1 hour be sufficient for immigration and boarding next flight? Thanks in advance

You will pre-clear US Immigration and Customs in Edmonton. All you have to do in Houston is go from your arrival gate to your departure gate. The TerminaLink train connects all terminals in Houston inside security. You have enough time if your first flight is on-time.

We arrive from London Heathrow at 3:45 and depart for Denver at 5:35 will that be a long enough connection time?

Yes, assuming your tickets were purchased together that should be enough time.

my step is traveling from mexico to another overseas destination with change of flight through houston. will he still need a transit visa? if so how would that be obtained. he is traveling on a russian passport....

Since he is a Russian Citizen he will need a transit visa. To get one he needs to contact a US Embassy or Consulate. There is one in Mexico City. http://travel.state.gov/content/visas/english/other/transit.html
