I am arriving as Dutch citizen in IAH (Houston) with KLM at 13:05 my connecting domestic flight with United to El Paso is on 14:00. I only have hand-luggage. Will 1 hour and 25 minutes be enough time to make the transfer?

That is risky. It's not impossible though. You have to go through US Immigration, Customs, and Security.

All you have to do on your way to Tokyo/Bangkok is go from your arrival gate to your departure gate. If you need to change terminals, the Skyway train connects all terminals inside security.

We are US citizens flying to Quito, our original itinerary on united gave us 35 mins at IAH to get from our US flight from SFO to the flight leaving from IAH to UIO. Our travel host told us in no uncertain terms that was not sufficient time and we would surely miss our connection to UIO. Is 1.5 hours sufficient we are trying to change our flights to allow more time at IAH but how much do we really need? Do we have to get our luggage and go back through security? Thanks!
Yes, 1.5 hours is enough time. You don't have to do anything with your bags in Houston on the way to Quito. Just go from your arrival gate to your departure gate.
