Traveling to YYZ from NRT via MSP. Have a 6hr layover in MSP. Will I need to recheck my baggage? If I wanted to get out in MSP can I get my checked baggage if it is check through to YYZ?
Yes, you have to go through US Immigration, claim your bags, go through US Customs, re-check your bags at the re-check desk, at that point you are outside security and free to go where you want. When ready, you go through security and to your gate. Note that the Tokyo-MSP flight goes from Haneda, not Narita after October 28, so double check your reservation on delta.com if you are traveling after then.
Just to confirm...do I have to recheck my bags? Reason I am asking is that I am an American and my ultimate destination is Chicago. This ticket just ended up being cheaper with YYZ as the end point. Could I clear customs not recheck my bag and board anther flight to Chicago?
Yes, you will have to claim your bags to go through US Customs. Then you can rip your tags off and board a different flight (on a different airline) to Chicago. Note that you can only do this if the flight to Toronto is the last flight of your reservation.
I'd like to book Delta's connection: RAP (flight 4026) --> MSP --> LGA (flight 2296). There's only a 30 minute layover. Is this doable? Do we know what gates the flights typically arrive at/ depart from in MSP? Thanks in advance for your help!
It's possible. You won't know the gates until the day of your flight.
Delta changed my itinerary cutting down my layover time in MSP from an hour to 34 minutes. I am flying in to MSP from GRR and on to LAX from MSP with 34 minutes time between both. Both flights are Delta. Will that be sufficient time to make the connection?
Yes, that is just enough time if the flight from Grand Rapids is on-time.
Flying round trip BWI-Minot. Flying the BWI-MSP route with Spirit and the MSP-MOT route with Delta, tickets booked separately. 1 hour 27 min connection on the way there and 1 hour 50 min connection on return. Are those enough?
With checked bags, no chance. With no checked bags that's just enough time. You will have to change terminals in MSP which is somewhat difficult to do.
I will have to change terminals? The MSP Airport website and a flight tracker tell me that Spirit flies into MSP at Concourse E of Term 1 and Delta Connection flies into Concourses A&B of Term 1. If it's the same terminal, can I make the connection? With checked bags.

Sorry, you are right, Spirit is the only Low-Cost Carrier to use Terminal 1, the rest use Terminal 2. This is still a bit difficult with checked baggage.
