At EWR may may arrive via United either at Terminals A or C and need to get to Lufthansa flight at Terminal B: On arrival, hop on the AirTrain (serving pre-security, non-sterile areas on the Gate Level of all terminals (taking a few minutes); however at Terminal B you need to go through security check first before proceeding to your gate. I really don't know if that will be enough time. Generally Immigration can take up to an hour so either your flight from Milan will have to be early or you will have to be really lucky to make your connection. You may or may not have to take a shuttle to terminal A (depends on where your [presumably] United Express flight to Atlanta leaves from. If you're flying Delta to Atlanta you need to take the Airtrain to terminal B.

On arrival at TC, the shuttle bus to TA is near gate C71, and you arrive at TA near gate A28 - no need to go through security, while taking the train requires going through security check.

Yes, that should be enough time. Immigration will probably take 30 minutes to an hour though so there's no time to waste. Yes, you will re-check your bags with United when you exit customs. If you miss your connection United has many more EWR-SFO flights so there's no need to worry too much.

Immigration will take about an hour or so, maybe 90 mins, then you go upstairs and take the Airtrain over to Terminal C. Check in and security there will probably take about a half hour, as it will probably be pretty busy at that time.

I am arriving United Airlines and Departing United airlines. ( only have 23 minutes) will I arrive at the same terminal. will I be able to make it?

Yes, it's doable, but you'll have to run and hope that your first flight is on-time or early.
