You will arrive in Terminal A, go through US Immigration, claim your bags, go through US Customs, re-check your bags at the re-check desk, go through security and to your departure gate. Your departure gate will be in Terminal A, B, or C. They are all connected by walkways inside security.

Yes, that is just enough time. If you miss your connection you will be put on the next flight

No, flights from Puerto Rico to the mainland are considered domestic flights and there is no US Immigration or Customs when leaving the US. All you have to do on your way back to London is walk from your arrival gate to your departure gate.
Im flying to PHL from London during the christmas rush, arrive in terminal A at 16:05 and wanting to catch a flight to Scranton Pa (AVP) which leaves from a separate terminal or the furthest concourse, I cant remember the details. I would have 2 hours and 20 minutes to pick up bags, get to the terminal, check bags and clear security - last flight of the night,. do I book it or just plan to stay over?
It will be quite difficult, but isn't impossible. I would only try it without checked bags.
I arrive into Philadelphia Terminal A at 18.55 from Cancun. My connecting flight to Dublin is 20.55 (also terminal A). Presumably out baggage will go straight from Cancun to Dublin as it is package holiday. Will we have enough time??
You presume wrong. You will go through US Immigration, claim your bags, go through US Customs, re-check your bags at the re-check desk, go through security and to your departure gate. You have just enough time if everything goes smoothly.
