I will be arriving at GATE F (from canada) and need to catch a flight to DOHA an hour later. what's the best way to get from GATE F to A and is an hour enough time?
There is a shuttle that runs inside security between F and A. Yes, it is enough time if the first flight is on-time.
Is one hour and 40 minutes enough time to land in Philly, claim our checked bag before going through customs, re-check the bag and make our flight home given the fact that we must shuttle to another terminal?

Yes, that is plenty of time. All you have to do in Philadelphia on your way to Paris is walk from your arrival gate to your departure gate.
