That should be enough time. I don't think you will need or use fast track in Rome on your way out.
Time between scheduled arrival (terminal 3) and departure (Terminal 2) is 2 hours, 30 minutes. Should I be able to clear passport control and make connecting flight on a Wednesday AM (carry-on luggage only)? Or should I reschedule Ryanair connection?
That should be enough time, especially without checked bags. Check in for your Ryanair flight online before leaving the US.

No, you shouldn't have to do anything with your bags in Rome.
i will be arriving in Rome at 13:00 and have a connecting flight for Naples at 14:25 is 1 hour and 25 minutes enough. i do not have to check bags.

What airline are you flying to Naples? If it's on the same reservation as your flight from Paris you should have enough time as everything is within Schengen.

We are flying Alitalia from Palermo to Rome arriving at 7:30am. We need to connect with an United flight at 9:55am. I have requested a wheelchair when I get off the Alitalia flight as I cannot walk long distances. We have checked baggage. Will we be able to make our UA fight.

If everything is on the same reservation just follow the signs to your departure gate. You will go through Schengen Passport Control and Security.

No, all you do in Rome is go from your arrival gate to your departure gate since you will have gone through Schengen Entry in Madrid.

You do not arrive in Terminal 5. You will arrive in Terminal 3 - no flights arrive in Terminal 5. You will go through passport control, claim your bags, take them to the Ryanair check-in desk, re-check your bags, and then go through security.
