They just sent notice of change in times for both flight segments. Now only have 43 minutes with arrival in SEA at 12:52pm and depart SEA at 1:35pm on Alaska Airlines (with first leg operated by Horizon). Is this enough time (can do carryon only if would help)
Yes, that is enough time if the flight from Spokane is on-time. You can reject the schedule change and ask for an earlier flight from Spokane if you want though.
I'm arriving in SEA on Southwest and catching my connecting flight with Jet Blue. I have a window of 1hr and 24min. I will have one checked bag. Is this enough time to make the connecting flight?
It's barely enough time if everything goes perfectly. You will have to claim your bag from Southwest, re-check it with JetBlue and go through security.

Yes, if both flights are on the same reservation that is enough time.

If I am coming from Paris via Seattle to Canada, do I need to clear US Customs or just connect to my plane to Canada?
Yes, in Seattle you will have to go through US Immigration, claim your bags, go through US Customs, re-check your bags at the re-check desk, go through security and to your departure gate. If you are a European citizen you will need ESTA.
I have a flight from LAX to SEA. Then a flight from SEA to Amsterdam. Is 30 min enough time to make my connecting flight?
If both flights are on Delta that is just enough time if the flight from LAX is on-time.

Yes, that is enough time. If you are able to check in online for your British Airways flight you can go straight to your departure gate.
