Can I get my Indian rupees (INR) exchanged for USD at the Boise Airport ?

No. Boise doesn't have scheduled international flights so it doesn't have a currency exchange. Either get USD in India or in your connection city if you have time. Otherwise you'll have to find a bank to do it. You may have to go with someone with an account there. I can't find any currency exchanges in Boise.
