Hi, we are family of 3 with 11 month old baby. Holding Canadian passport. Travelling by delta from winnipeg-MSP-France-India and vice versa. On our way back, reaching MSP at 12:58pm and our next flight to winnipeg is at 10:05pm. We have a cousin family in Minneapolis. My questions - are we allowed to leave the airport to visit them? Do we have to claim our checked in baggage either way? If allowed, is this time period enough for clearing customs and immigration for both leaving and entering with a 11month old baby? Thank You
On the way to India you don't have to do anything with your bags or go through securiyy in MSP since you pre-clear US Immigration and Customs in WInnipeg. On the return, in MSP you will have to go through US Immigration, claim your bags, go through US Customs, re-check your bags at the re-check desk, then go through security and to your departure gate. If you want to leave the airport to see your cousin before going through security you are able and welcome to do so.
I'm flying in from Toronto with a layover in MSP for 2hr 50min to Honolulu. Will this be enough time? Also flying with Delta both flights, will I have to recheck my baggage or go through customs again when I am in MSP?

That is plenty of time. You will pre-clear US Immigration and Customs in Toronto. All you have to do in MSP is go from your arrival gate to your departure gate.
