There's a shuttle bus that runs inside security. That's your best bet.
I have 44 minutes to get from flight arriving in Terminal B to a connecting flight in Terminal F. Do I have to take a shuttle between the two or can I walk? How long will the connection take? This was shown on the website as a legal connection but it seems too short to me.

Is it one reservation or two separate reservations? Where are you flying into PHL from? There aren't many amenities in Terminal F so I'd advise against waiting there.
It's one reservation, flying in from Chicago then heading to Toronto. Where would you recommend waiting? I considered getting a hotel but for the few hours I'd actually be there the cost isn't really worth it
Probably the Terminal A lobby or baggage claim will be the best spot.

Yes, that should be enough time. All you have to do in Philadelphia is walk from your arrival gate to your departure gate. Also note that the exact schedule will probably change between now and August.

You won't have to claim your bags if both flights are on the same reservation, so yes, you can leave the airport and go sightsee and then get back to the airport 2 hours before your flight to Munich.
