If you don't have checked bags and already have your Air Canada boarding pass, yes, you can go right to your departure gate. There is no US Customs when leaving the US. You will go through Canadian immigration and customs in Toronto.
I am flying from San Franciso to Amsterdam with a changeover at SLC. My first flight gets in at 16.20 and the next flight leaves at 16.50. Both flights are Delta. Will I have time? That's enough time if everything goes perfectly. Yes, if you miss your connection then Delta is required to rebook you to Amsterdam, although it's unlikely they would be able to get you on another flight that evening.
