I have a flight from Ottawa to Lisbon, connecting through IAD, with 1 hour and 19 minutes in between. will this be enough time? Will I pre-clear US customs in Ottawa or will I have to do this at IAD once I land? Will I have to claim my luggage and re-check it? It is a single trip booked with United. Thanks!

I am a chinese citizen departing from Seattle, a domestic flight, and flying to Europe through Washington IAD. My connection time is 1h15 and the legal time stated by UA is 45 minutes but I am afraid that will be held up in customs and security check at IAD even though the airline states that this is more than enough time.
