To get to/from Narita International Airport:  You can opt for one of the trains or buses quoted below ( including the cheapest mode of transport to the city), as well as connect between Narita & Haneda airports:

By Train:
 
    The new Skyliner train started July 17, 2014, linking Ueno & Nippori Stations in Central Tokyo every 20-40 minutes, taking about 20-40 minutes (other trains take 50-60 minutes - and theri costs at 2,400 yen is less than that of the Narita Express.
Furthermore, Narita Airport is served by three train lines (all three arrive at & depart from both Terminals):
(a) Narita Sky Access Line (visit: keisei.co.jp/keisei/tetudou/skyliner/us/),
(b) Keisei Railway (visit: keisei.co.jp/keisei/tetudou/skyliner/us/), and
(c) JR Line (visit: jreast.co.jp/e/index.html).
At Tokyo Station you can connect to Shinagawa, Shibuya, Shinjuku, Ikebukuro and Yokohama.
    The JR East Narita Express - called N'EX - with reserved seating to Tokyo Station departs from both terminals takes 53 minutes (visit: jreast.co./jp/e/  (some trains also make a stop at Narita or Chiba).
A less expensive option is the Kaisoku Airport Narita train to Tokyo Station, a 90-minute ride, with stops along the way.
Regular (non-express) JR East trains depart every half hour to Tokyo Station, Shinjuku & Yokohama.
    The Keisei Skyliner Limited Express arrives at the Nippori Station in 51 minutes and at the Keisei Ueno Station in 56 minutes. 
    The Narita Sky Access Line connects the Airport with Ueno in 36 minutes, with reserved seating. 

By Bus:  Buses depart from: (a) Terminal 1 (level 1 - at North & South Wings) & (b) Terminal 2 - at Main Bldg., level 1.).
    Airport Express early-morning bus service prior to 6am arrival at Narita Airport depart Shinonome/Tokyo Station and arrive at Terminal 1 on level 4, and at Terminal 2 on level 1 (after 6am on level 3). Buses depart from both terminals at level 1.  Tickets are available at e ticket counter.
   NOTE:  Since April 2017 the Narita Air & Bus Nikko Route increased its frequency and is now a year-round operation. The first bus arrives at Nikko Station at noon; the second bus is for tourists wanting to head straight to their accommodation - arriving at Nikko Station by around 3pm; and the third bus is for traveles arriving at Narita Airort later in the day; tisbus departs from Narita Airport after 2:30.  
Each bus seats 4 passengers per row. The bus fare between the Airport an JR Nikko Station is 4,500 yen. Buses are operated by Chiba Kotsu and Kanto Transportation.  The Nikko Tourism leaflets distributed on-board the bus informs passenger about the official Nikko City app, 'Nikko Strolling Navi' for local information /tourtist attractins / routes for walk and coin-operated lockers, as well as other useful facilities.
 - Timetable for bus schedule Narita Airport to Nikko: (The bus starts at T3, and arrives five minutes later at each of T2 and T1; then procedes to Mooka, Yanagida Depot, West Exit at JR Utsunomi ya Station, Kanuma IC entrance and ends in front of JR Nikko Station. 
  T3 departure at 8:50 am arrives at JR Nikko Station at 12:38pm.   
  T3 departure at 11:05 am arrives at JR Nikko Station at 14:53pm
  T3 departure at 14:35 pm arrives at JR Nikko Station at 18:31pm. 
If departing from Nikko Station to the Airport the bus departs at 14:42 (2:42pm) and arrives at T2 at 18.15 (6.15pm). with five minutes added for each T1 & T3.

    Buses to the Tokyo City Air Terminal, as well as to major hotels and railway stations in Greater Tokyo are cheaper than trains - but slower. You can choose between the 'Airport Limousine Bus' or the Keisei Bus, Chiba Kotsu or Narita Kuko Kotsu.  An overnight bus is available to Kyoto & Osaka.
    US military stations Yokosuka Navy Base & Hokota Air Base are also served by buses.

NEW: Recent bus connections have been added:  (a)The Kyoto route extended to Universal Studios Japan, (b) new service is available to MtFuji and Fuji-Q Highland.

NOTE:  Less expensive Transport options into the City: 
As Narita Airport is located 60km from Tokyo center, in a rural area - for many Narita arrivals transporation costs into the City matter.  Here are some economical suggestions:
    By bus:  (a) The Tokyo Shuttle bus  at 900 yen runs to the Yaesu exit of Tokyo Station - enabling travelers to continue onwards via subway or JR Lines - no reservation needed.  However from Tokyo to Narita Airport (without reservations) it costs 1,500 yen for early morning/late night buses.  (first Rokyo shuttle departs Tokyo Station 1:30am for early Narita flights.  (a 1-day Tokyo Metro pass wold be 500 yen. 
    (b) The Access Narita bus at 1,000 yen (half for kids) can drop you off at Tokyo Station for subway or JR Lines or Ginza Station connection.
    By Train:  The cheapest would be on the Keisei Line (follow 'Railways' signs - take escalator down to lower level, look over overhead blue Keisi signs and ticket counters nearby (request ticket to your destination (not on the Sky Liner).

To get from Narita Airport to Haneda Airport, you can take:
- the Skyliner or Access Express o the Sky Access Line,
- the Morning & Evening  liner or Rapid Expres of the Keisi Main line,
- the Narita Express or Airport Narita of the JR line
- or an Airport Limousine Bus (visit:  limousinebus.co.jp/en/ )
New trains are in the planning stages for Narita - Haneda connections.
