When arriving from YUL, do we have to go thru US Customs at LGA, or are we passing US Customs before leaving Montreal ? Just trying to figure out how much time we need once we exit the plane at LGA.

You will pre-clear US Immigration and Customs in Montreal. There are no Immigration facilities at New York LaGuardia.
I am arriving on a Monday to la guardia at 7:26 pm from Pittsburgh and then I have 4 hours before I have to take an international flight out of JFK- do I have enough time to taxi over to JFK and do international check in??

I'm flying from Louisville to LGA, with a 1 hour and 15 minute layover to my flight to Toronto, on a non-refundable flight. (Arriving via Delta, leaving via WestJet) is that enough time? What happens if I don't make it through security on time? Am I basically screwed? Do I go through security twice, or is there any way to bypass it? Does the customs process happen here or at YYZ?

You don't have to go through security in LGA. Westjet uses Delta gates and all Delta gates are connected inside security. You will go through Canadian immigration and customs when you get to Toronto. All you have to do in LGA is walk from your arrival gate to your departure gate. You should have plenty of time.
